Combating Swatting Attacks: The FBIs Database and Global Impact

July 9, 2023
Arachne Digital recently provided research into cybercrime committed by young people for a client, in which swatting featured alongside other crimes and the tools available to young people to commit cybercrime. Looking at further changes in this space, the FBI is making moves against swatting.

Introduction

Swatting has become increasingly widespread in the United States.

In response, the FBI has recently established a national online database aimed at enhancing information sharing and coordination among law enforcement agencies to combat this growing problem. However, experts remain skeptical about the effectiveness of the database in reversing the troubling trend of swatting attacks. This article examines the nature of swatting, the significance of the FBI’s database, and the need for comprehensive legislation to address this issue.

The Phenomenon of Swatting

Swatting involves making fraudulent calls to emergency services to provoke a forceful response from law enforcement, such as SWAT teams, in reaction to non-existent threats. According to a report by Hal Berghel, a computer science professor, swatting has evolved into a form of domestic terrorism that poses a potential threat to public safety. The report categorises various types of swatting, including celebrity, gamer, partisan, and hate swatting.

Coordinating Efforts and Tracking Incidents

To combat the escalating swatting problem, the FBI has created a national online database that facilitates information sharing among hundreds of police departments and law enforcement agencies across the United States. The database aims to establish a comprehensive understanding of swatting incidents and develop a unified response. By collecting data and generating a common operating picture, the FBI intends to address swatting on a national level.

Challenges and Doubts Surrounding the Database

Experts have expressed uncertainty about the effectiveness of the FBI’s database in mitigating swatting incidents. Some argue that addressing the root causes of swatting, such as mental health issues, is more crucial than relying solely on legislation and law enforcement measures. Concerns have been raised about reactive and retributive approaches to computing crimes, emphasising the need for a multidimensional response involving mental health professionals.

The Need for Swatting Legislation

Despite the rise in swatting incidents, there is currently no specific federal law criminalising swatting in the United States. Swatting cases are often prosecuted under other statutes, such as those dealing with fraud, civil rights, or hate crimes. While states have enacted their own swatting laws, the absence of a comprehensive federal law hampers nationwide efforts to combat this form of domestic terrorism. Experts and organisations, such as the Anti-Defamation League (ADL), advocate for robust legislation to meaningfully address swatting.

Swatting Beyond US Borders

While swatting incidents have predominantly affected the United States, it is not an isolated phenomenon. The recent case of a French national, who swatted Ubisoft Montreal following repeated bans from a video game, highlights the global reach of swatting. This incident demonstrates the need for international cooperation and awareness to address swatting as a cross-border issue. It emphasises the importance of sharing information and best practices among law enforcement agencies worldwide to combat swatting effectively.

The Future Outlook

Although the FBI’s database is considered a solid first step in tackling swatting, its effectiveness in reversing the trend remains uncertain. A federal swatting law that distinguishes it from prank calls or false reports could provide comprehensive and consistent protection. Collaboration between law enforcement agencies, policymakers, and organisations like ADL will be crucial in mitigating the threat of swatting and protecting potential victims.

Conclusion

Swatting has emerged as a threat to public safety in the United States, necessitating a comprehensive response. While the FBI’s national database seeks to enhance coordination and information sharing among law enforcement agencies, experts emphasise the importance of legislation and a multidimensional approach involving mental health professionals. The establishment of a federal swatting law and increased awareness and vigilance at local, national and international levels will be crucial in combating this dangerous practice.
